I don't think it's quite "The Worf Effect," because it's not a member of the regular cast who's supposed to be the badass, but someone who's just been introduced as the deadliest assassin in the world but can't hit a high schooler.

Don't think this trope has a name, but one that bothers me is when a character shows up who's supposed to be an unstoppable assassin, never misses a shot, always gets his target…UNTIL he comes across our main characters. Then he's suddenly inept and easily fooled by, say, a group of high schoolers.
