This is not as big a deal as you’re making it out to be. Varys probably didn’t meet back up with Dany at Mereen, but rather one of the Free Cities, Lys or Tyrosh. Martell and Tyrell ships are in Dany’s fleet, meaning she’s sailing sometime after Varys’ meeting and after Varys brought Dany ships from those two houses.
