Yes, that is an official character. There was a special storyline where two entities of creation, one from Marvel, one from DC joined together and fused their universes. They did a miniseries out of it, a very fun read. It was called the Amalgam Universe.

In the US no salesman is commission only because there is a minimum wage. Every job that has a commission is base + commission, by law.
