I would say that writers would probably fall into both categories you describe. There is plenty of blame to go around. The first is squarely on the cities like NYC and their money grab in the form of medallions. This problem is also happening in San Francisco with the city being sued by the local credit union for losses from backing the loans for taxi medallions.

No one would be against this if taxis and Uber were held to the same standard. Either tell Uber drivers they have to comply with the same standards as Taxis, or relax the taxi restrictions and buy back all those medallions.
