Again, this would be up to the courts but the fact that the NCAA is “not congress” means nothing. One state can’t tell an out of state institution how to operate.

As member schools they have contractual obligation to other member schools to compete following the rules agreed to. The NCAA and it’s members could argue that California does not have the authority to force it to accept California laws when other institution from other states are inherently involved in this commerce.…

This is all a clusterfark.
