I don’t know how these investigations work in the USA, but generally, an organization can hire an investigator and expect and demand impartiality. That investigative report and conclusion should be reviewable, though. 

This was a poorly done investigation. These investigators don’t have an informed, nuanced understanding of discrimination including microaggression, considering historical disadvantages of some groups, not giving equal weight to gestures (the tomahawk chop) as to comments, and the meaning of the MAGA gear.
