This dam has these “teeth” to cause a hydraulic jump to disputed enegy into the diversion pool.
They’ll end up reusing the rock from the diversion pool and nearby gold tailings from the gold rush... that’s the rock it was originally built from, gold miners are excited to pan down stream. It will cost a fortune.

No you would only lose the thirty foot concrete weir on the emergency spillway, there would be some erosion, perhaps another twenty feet, below this point but not enough to fail the dam or drain the whole reservoir.
This is true, Oroville being a gravity embankment means it doesn’t suffer from cracking like concrete.
The dam isn’t damaged at all, look this is a serious problem but the dam itself is fine.
They are done with the armoring and it’s ready to go if needed. If they don’t lose the main spillway it won’t be needed.
Water went over the ermengency spillway for 25 hours not three weeks, the dam was never in danger of failing, the emergency spillway was undercut, but it is what’s called a fusible plug... this top thirty foot section is designed to topple. Max flows rates are wrong as well.
