Andddd I'm currently on 4.1. Most users don't even realize that they're not on the latest version and nor do they care. As long as their phone is functioning in the same manner in which they purchased it, they're happy. Users that want to be on the latest and greatest, should get a Nexus device.

And that's why I bought a Galaxy Nexus. Verizon may be crippling it, but the bootloader isn't locked down so I'm always on the latest Android builds. Or more importantly, I can bypass any Verizon restrictions.. tethering im looking at you!
Failure? I think you're overlooking the fact that Google is an ad company. Android is Google's attempt to get as many people online via mobile means, so they can sell more ads. Perhaps Google isn't as profitable as Amazon selling apps, but Google's bread and butter is the ads.
