You want people to be reported for "[driving] while texting" and yet you want an app that requires the user to take a photo, presumably while also driving. Hello pot, meet kettle.

Also, alert sounds aren't guaranteed to be .caf's. I use .wav's for my apps.
Typically the issue is the actual tapping of the screen, if you remove the finger in a controlled manner it doesn't matter if you are lifting off or sliding it off. Controlled motion is controlled motion.
