So according to Apple PR, it wasn't a bug, but it wasn't supposed to happen. Having to take extra steps to stop something from happening that shouldn't by default, to me counts as a bug. Maybe not a bug with the code, but a bug with the coder, but a bug none the less.

It really doesn't save battery life. iOS pings Apple's servers for push notifications, not the apps. iOS handles when a push comes to your phone and determines what application it belongs too (by way of Device Tokens that are in the push package).
