From reading it on The Drive, I believe what happened was the guy knew he was screwed after passing the cop, and slowed down to regular speeds then the cop eventually caught up.

He’s an idiot but honestly he’s pretty much doing what it was designed to do. It’s like getting mad at someone who popped bubble wrap.
