Might have been something they intended to have in it but later decided not to for some reason. Easier to just remove or disable the trigger/flag that would load it in than try to completely remove the asset.
It’s not a secret, it’s just how it was programmed. It’s very common to simply disable stuff that you might want to make visible later rather than removing it from the scene entirely.

As someone who owns a PS4 and not an Xbox, even I'm mad at this.
This is completely rediculous, especially when you consider the matchmaking is crossplay between all platforms. It also still frustrates me that Activision is charging $60 per platform for unequal products. Yes, it'll be available in a year... when the playerbase on PC will be in the double digits.
