@AnthonyG123: Light is an oscillating electromagnetic field. Electromagnetic fields aren't just intensities, they have a direction. You can see this with a magnetic and iron filings, the iron filings will line up in the direction of the field around the magnet.

@melior: Not really. ISPs could have been charging customers different rates a long time ago. There aren't complex contractual obligations that are preventing it, like there is with Comcast wanting to charge Google.
