I got my CCNA in 2001. I know exactly what QoS is. What in my comment makes you think that I think QoS is anything other than traffic prioritization? What part of QoS do you think is relevant to this discussion beyond QoS being a form of traffic prioritization?

Quality of Service is a violation of net neutrality by definition. Of course it may be acceptable in some circumstances and to some degree. Problem is Comcast hates streaming video, so just “Quality of Service” limit streaming video to 256kbps... just during prime-time though where the load is especially heavy. …
then deprioritize some stuff like video/cut quality from 1080p to 720p to balance the load.
