While I don’t disagree with you on most of that, there are other ways to stop fleeing suspects that put a lot less risk of hurting someone either in the vehicle or pedestrians/other drivers nearby.

Unless someone has (or is strongly suspected) of committing a serious felony, cops don’t need engage in pursuits or PIT maneuvers. As we see in this case, it’s more dangerous than just letting the suspect go and look for them later. I’m sure the cops had his plate number.
