I think you should get your sources straight. Not the least of which is that it isn’t the entire NNSA, just, possibly, the top two people. Also, Obama had a vacancy that lasted for over a year between D’Agostino’s resignation effective Jan. 1 2013 and the confirmation of General Klotz in April of 2014.
