Norwich, here. But the rule is going to apply all over the state. Many years ago, i was cited for "failing to grant the right of way" when getting on to the highway and another driver stayed in the normal driving lane and i was cited when we had a minor trade of paint. no other damage than to my driver's mirror.

Usually this, the driver is already "travelling in an established lane" here in CT, and anyone trying to merge is at fault.

So how about making it "Quickest to XXX MPH"? because if you can get there quicker, then it won't matter if the other person can go faster in the long run based on the fact that they'll run out of road. If i can get down a quarter mile consistently faster than someone else, top speed won't matter on the street.
