They used the actual budget to determine we spend less than 1% on helping other countries, whereas if you use the discretionary budget it’s more like 4%.

The discretionary budget accounts for 1/3rd of the actual budget. 54% of 1/3rd is not the same, or even remotely the same, as 54% of the whole thing.
