It isn't an insensitive statement, however statements that stereotype based on race are in fact racist. Racism and racist remarks coming from a place of power are (as in all negative things) more damaging, but it doesn't change the core of what they are when they come from other sources.

A Grand Jury is not a criminal Jury, it is intended to determine if there is enough evidence to proceed with criminal charges. I'm not saying they don't fail, only that they don't equate. A criminal trial is overseen by a Judge and Jury not one or the other.
