I think people try to find more villains in situations like this specifically because it seems so difficult to do anything concrete with the obvious offenders. So the focus shifts to, “Who else can we pin this on?” And people who knew, worked with, or had any sort of meaningful association with the primary offender…

Throwing up your hands and saying “shucks, gosh, who me? I don’t even know the guy” in an environment like that is the reason people’s lives are given over to PTSD and suicidality.
