The vast majority of the work on any big construction project is un- or semi-skilled. Anyone can carry things, anyone can learn to tighten bolts, anyone can pull cable, anyone can paint things and clean things and clear things out of the way.

I’m not contractor, but I’d imagine that the migrants do all the shit work and (well-paid) skilled laborers do all the parts that need to help make it look like that. Serious question: how do you get migrants to build something like that? Are they highly skilled and horrendously under (or un-) paid? As someone who hasn’t done a shred of blue collar work I can’t imagine throwing very little dollars at a project like that and getting quality results.
