That’s James Gordon and his Robo-bat suit. Long story short; Bruce disappears after a brutal fight with the Joker and the GCPD understands the power of Batman on the citizens and criminals of Gotham so they sanction a Batman approved by the GCPD. (Batman Vol 7 Endgame and Vol 8 Superheavy)

Bruce has a keen mind yes, but he was trained by Henri Ducard (The real one, not the Nolan fake out). He spent quite a while with him, learning to predict the actions of the human mind, how to track and deduction. (i.e. Man-hunting)

Because the backup was of his Batman career just before Endgame so there couldn’t be a ‘happy’ backup
