It seems like the intent of that specific wording was to prevent companies from resto-modding old frames and basically selling them as new cars, but exempt from EPA regulations. That is reasonable. That’s my fear too, that we become so dependent on the tech that we stop being careful or acquiring the skills to know how to properly react.
