I don’t think they were counting on never losing the White House, I think they were counting on people coming to rely on the situation enough that breaking it would be political suicide. They just didn’t anticipate someone actually willing to commit political suicide.
Unfortunately, these payments weren’t adequately described in the law. Obama made them through executive order, because there was no way to get the fix through congress. Trump is now just rescinding that order.
