Keep in mind DSL is asynchronous. For servers, uplink is usually more important the downlink. Most DSL plans in my area are 1 Mbps up. Actually, you can just use a bunch of high-powered LEDs to blind someone (basically a really bright hand-held flashlight). My dad's company makes one of those things for law enforcement.
