Same way you can't steal a gift card. When you purchase it, it activates the key on the licensing server. You could theoretically read them and then hope someone buys it, but that could be solved by locking the key to a specific account that is used to purchase it.

Well, I would imagine they would sell the electricity and use the money to maintain them. I would also imagine that they would calculate if they could make enough money by selling the electricity to maintain them. At least that's what I would do.
These will most likely first be deployed on ships, where they have a huge power plant anyway. The bullets for these are probably several orders of magnitude cheaper than any sort of missile. And they travel faster and are more accurate.
