I think you’re right. One of the commenters on this thread mentioned that most German cars have the gas filler on the right. So it could just be a coincidence.

That’s what my experience was with my old Jetta. It didn’t have the arrow, but the fuel pump handle was on the gas tank side (passenger side). Or vice versa?
