It’s been discussed by local, state and the federal government. In a place where it’s hot and doesn’t rain a lot the pavement soaks up all the fluids. When it rains the fluids mix with dirt and water in the first few minutes. The longer it rains the more fluids and dirt are washed away.

That’s true anywhere, especially if it’s been a long time since the last time rain fell. The first 5-10 minutes of a rain shower are the worst, because all the oil and other stuff thats soaked into the pavement hasn’t had time to be diluted and washed away. A short cloudburst is worse than a long, soaking shower.
