This might sound crazy, but I view those manufacturer "modifications" almost like trim levels. Just like you could get a Camaro with a V6, a V8 or a blown V8, you coul dget an F40 in "base" or LM. So no, I don't consider them modified, but a different trim level to satisfy the customer's needs and desires.
