If you think that's the reason they aren't allowing SB in Evo then you need to read up on their history with fighting game tournaments in general and how they have chosen to gatekeep and control their game. They aren't the good guys here and have been at this long before Evo had their drama

Truly you must be a wizard to know so much! And really, that’s all you need to know to make it through the game; kill bosses to unlock the path to kill the big boss to save the world. If you don’t know anything other than that you can get through the games just fine.

The story has always been secondary for most of the dark soul games. If you really want to know it, you open YouTube and search for vaatividya or just open your inventory and read item’s description until you can link a few things.
