First: As government incentives are ending for multiple companies’ EVs, does this really work out to much more of a discount than people have had up to now? It also seems a little premature, since there are only like 8 EVs on the market to choose from.

Neutral: It would be pointless. People that want to drive drunk will still drive drunk. They will easily bypass just about any system the government comes up with.
