Yes, flax is the name of the whole plant. When the inner fibers are removed thru retting, scutching and hackling; then you have linen fibers and the outer husk (dissolving the binding between inner and outer fibers, scraping off outer husk, basically combing the linen fibers and removing the leftover husk bits).

This may seem pedantic, but the word “expertize” in the quote there just looked wrong to me. As it happens, it is wrong - it’s not synonymous with “expertise”, and nor is it an Americanisation of the word (it’s actually a verb: https://www.merriam-webster.com/dictionary/expertize).
