Absolutely. The item meta and unfamiliarity of heroes in dota and lol make this appear much more approachable.

My question is, is do the batteries fully recover once conditions become ideal during the warmer months? Or do they lose, for instance, 10% of their maximum charge?

I want to play this game so bad for some reason. I like dota, but don't play that much of it. Learning all the heroes and item builds create a huge barrier of entry for even an experienced player. And lack of map variety. I hope blizzard pulls this off.
