I think you'd have to be fairly desperate to install cygwin. Console is also hugely bugged, and has always been. Just get to grips with PowerShell, or switch wholesale to Linux/OSX if you can't live without Unix shell scripting capability. Or learn Perl and do things that way — not that I particularly recommend
