Agree with you that it's very dependent on the prosecutor but I think there are definitely situations in which you should consider a lawyer — if jail time is a possibility, for one, or if the conviction is likely to be reckless (class 1 misdemeanor in some places).
It seems highly unlikely to me that a ($300 or otherwise) lawyer could reliably get 25 mph over the speed limit reduced to zero points. Unless the court system is completely crooked, in which case it would surely cost more than $300. Any evidence to support this claim?
