To me, Skylanders is the exception to on-disc DLC. It's pretty much essential for all the character data to be in the game, or else the player would need to wait for the character to download every time they placed a figure on the portal.
Just release ME3 on Steam, and I'll be content.
You're not required to buy that DLC though. Really, all you're missing are a couple raid bosses and costumes. When you put that up against 100+ hours of gameplay included, it's a great deal.

Technically, They said ODST would be released as part of the Master Chief collection, so it's technically DLC. Considering only those people that have played until today get it for free, I'm guessing they intend to charge for it in the future.

A Four pack of the game was in a recent Humble Bundle. In addition, if you shared one copy, you also got Full Mojo Rampage. That encouraged me to not hoard my gift links like I usually do.
The way I see it, you could construct one, but it would be considered a crude knock off compared to a Force constructed one. It would be like saying you can make a motherboard by hand, but it won't run nearly a well as the one made with precision equipment.
