As a former Cop and private corporate security, I can vouch that it is common to provide a channel for anger away from you and the current incident (you giving that ticket to that guy).

That isn't true. You can lie to cops, even about committing a crime, and not suffer any criminal action. The only time you can't lie is when filling out a legal document of some sort (which is why they have that handy disclaimer).

I'm going to assume that you are arguing this 'tongue in cheek' because you seem to be older than 18, which is generally when people star to understand nuance. As someone else said, enforcing the law disproportionately for any reason, is unethical and against rules, policies, and in some cases the law.
I think the difference is that of intended competitor and competitor. Many of those cars were designed with the intention to compete with the miata, but they missed some part of the formula that makes the miata great (maybe FWD, maybe too heavy etc.).

FYI-. some mechanical throttles reset to the the open throttle position when they fail so this isn't really a distinction. Also some electronic throttles do the same (Dodge in the 90's). —This isn't meant to sound snippy, so I am sorry if it does.
