Whether Ford can legally commit a car to Cena is important. Ford cannot, by law in most states, sale a car directly to Cena, so why should Ford be able to legally choose who can and cannot purchase a vehicle?
Ford cannot sale a car direct to a customer. I don’t see how any stipulations on the purchase or sale of the vehicle by Ford can be enforceable since the car is sold to the dealer, then to the customer.
Or, every Civic is purchased for the same price the dealer paid for it, no markup, dealer fees, no bullshit.

Protect the customer? In my experiences at a dealer, just walking in does not give the me the sense that my financial protection is in anyway their priority.
You are sort of an outlier in that you drive 35k miles per year. The gas tax is a use tax, it does make sense for those that use the roads more to contribute accordingly.

I doubt you’ll see the demand for campers or boats going up with the demand for full size SUVs. Most aren’t towing with them. It’s a superiority thing, having a larger vehicle has come to mean more than just poor financial sense.
