I didn’t see the end of this game, only the replay above. So forgive me if I’m missing something, but it’s not unusual (or wrong) for the officials to add on another minute to the previously determined injury time if there was a goal during that spell. Which there was.

I, for one, don’t point to the skill of Ben Arfa to make that assumption. I see it as inferior because this is a game between the current 2nd and 3rd best teams in Ligue 1 and look at the stands. Both of these squads are in prime position to make the CL, and Nice on average just barely see 50% of the seats filled.
