For starters, requiring representatives to actually live in the districts they represent would help. My rep (R - Texas) owns (but doesn’t reside in) a condo in town, outside his district, and his primary residence is in Florida.

If the rule lays out specific locations for “changing” clothes, if clothes aren’t changed, the rule doesn’t apply. If it says “removing” clothes, well they’ve got her on a technical violation. 

When you have kids and you send them to change their clothes before dinner, you will come to realize just how wrong you are.
