The state may not have a vested interest, but plenty of businesses have a vested interest in court costs, bail bonds, private jail contracts, jail commissary contracts, jail telephone contracts, and so on. And those businesses have lobbyists that can persuade legislators to pass laws that benefit those businesses.
How about fines as a proportion of income rather than regressive arbitrary amounts?

Because Tennis Channel is on for 3-4 hours every day at my house.
Most American players, if they were in a grand slam final against Hitler... well, it’d be a hard choice for me to decide who to root for.
I already pay extra for Tennis Channel because my cable provider lumps it into a “sports” package. So, for my basic cable subscription fee, I get ESPN and the Watch ESPN app where I can choose from lots of matches during the other 3 majors, at no extra cost.

Who has 16 old phones? Pretty much any family with two or three kids, some of whom have reached college age. I’ve got a drawer full of flip phones and two or 3 generations of smart phones. Some of them still even work.
Damn, first tip? Thanks! I have to give credit to a former co-worker, who related how he and his blushing bride discovered on their honeymoon why their San Antonio hotel was so cheap...
