A somewhat credible fan theory (I know, keep reading) posits that Chet Desmond never actually existed, and was simply a garbled memory of Cooper investigating the Teresa Banks murder. In a narrative sense, he might be another Coop doppelganger — Chet Desmond = CD | Dale Cooper = DC.

It does explain why he was always eating something on the original show.
