If it truly was the plate umpire making the call, I can only see this being a balk if he deemed it a quick delivery, but some context as to the pitchers natural motion would be necessary. If his delivery had been the same prior to this pitch I certainly wouldn’t be calling this a balk.

As a former level 4 umpire, qualified to officiate at the international level I would hope I know the definition of a balk. Once your hands come to a rest, you’ve assumed “set position” & the pitcher can 1) dismount 2) throw to any base where a runner is present or 3) deliver the pitch. From this video it appears the
