I agree with your overall point. But he was definitely going to pardon Arpaio at that rally. His team managed to convince him it wasn’t the time. But he basically said that was the only reason he didn’t.

I don’t mind the incest. I mind how forced this whole thing has been. Their complete lack of chemistry. And the fact that they had to have other characters communicate to the audience that they were so INTO EACH OTHER and IN LOVE because their actual moments together didn’t communicate that.
