On the fourth picture that is clearly a boo boo. However it could be a legitimate design feature and act as vent. Wranglers notoriously suffer from Heatsoak and many after market fenders actually offer a vent in that same location to let the engine breathe/cool off.

Honestly I think it was just a mistake. It looks like they were just clicking on layers on a CADD/rendering and deleting them and selected one too many. It’s not just the render but the same piece of bodywork that wraps around the underside and between the doors and thus the rockers were also removed.

It looks like in the rendering the fender and rocker panel were removed. Probably just easier that way to get the pictures edited quickly.
