Computers drive the VIN process, that would be where the duplicate VIN occurred. If it is on the car once, or twenty times, that automated process could spit out the same error on all the VIN tags for the car. Could be the VIN program for Audi was not set up for every country at a particular plant, and it stamped out a dummy or placeholder VIN. So, they shifted manufacturing, or opened export to country not set up, and duplicate VINs rolled out the door. Or.... someone has been very naughty.
