They could, but in almost any case involving minors, courts weigh the need to keep most of the documents sealed against the public needing to know exact details of what a minor victim went through.

They are still sealed because when the events occurred, the victims were minors. In most cases, such documents remain sealed to prevent the identity of the victims from becoming public. Just imagine the hell they’d be going through now if the Penn State truthers had access to the victim’s names.
