Agreed on your last point, although even outside of the MKE metro area it is really hard to find ethanol free gas. When I lived in Eau Claire (moved back to MKE 7 years ago), there was only 1 station that sold ethanol-free. It was the only station I filled up at. No idea if it still does or not.
You can also take out the solid yellow states too, which are emissions only, not full-car inspections. In WI, an emissions test is required only every 4 years for most late-model vehicles. And that is only in the 5 counties surrounding Milwaukee County (one of which I reside in).
