Something that large can easily be repeatedly flipped over by waves or have neutral buoyancy which would allow barnacles to form all over it.

Care to go into a bit more detail? Barnacles will form on pretty much anything that is underwater. Even if the part that is underwater is just the underside of something floating on the surface.
