They were low level compared to Gen 1 and later gens, but they also were at a considerable level for where you were. I think the Johto region was a bit smaller than other games.

Couldn't have put it better myself. I know people who play the games for all the different reasons. My younger brother devoted himself to getting a complete Dex for Gen V. Adding in extra types was brilliant. When we were kids and dreaming up our own games, my brother and I had Psychic-Dark-Fighting as the three starting types instead of the Grass-Fire-Water.

Bulbasaur was always my favorite for Gen 1. I was a Chikorita fan at first for Gen II, possibly out of grass loyalty, but soon decided that Cyndaquil is infinite times better and possibly my favorite starter of all. The only gen I've played after that is VI, where Chespin is my main guy.

Getting a fast Pokemon that knew a sleep-inducing move was almost necessary. Paralyzing one was also a potentially good idea, since it would last forever, but that also meant that you couldn't put them to sleep and there was only a chance they wouldn't run once you encountered them.
